Answer: Proceed down the ramp and merge onto the freeway. A circular green ramp-meter display permits a vehicle facing it to proceed down the entrance ramp and merge onto the freeway. The driver still must make a safe merge and yield as normal conditions require. Green does not remove the need to check the freeway lane. A red display requires a stop, while a dark meter allows movement without stopping under ordinary merge or yield conditions.
