Answer: To no more than 15 mph. For a roadway posted at 25 mph or more, Texas requires the driver who cannot vacate the nearest lane to slow to a speed not more than 20 mph below the posted limit. With a 35 mph limit, that means no more than 15 mph. The five-mph rule applies only when the posted limit is below 25 mph. Maintaining 35 mph gives the stopped responder no meaningful buffer. The cue is activated emergency lights plus no safe lane change: subtract 20 from the posted limit.
