The sign is not a pavement-condition warning and does not identify a truck route. Darkness or a temporarily empty roadway does not make the direction safe. The immediate cue is the message facing the driver: stop the wrong-way movement, pull over safely when possible, and correct the route without crossing into opposing traffic.
