Answer: The driver who stopped first. Every driver at a four way stop must stop and then use ordinary care while proceeding. As a courtesy, the driver who stopped first should generally go first. If arrival order is unclear, yield to the driver on your right rather than insisting on priority. Vehicle size and a horn signal do not decide the sequence, and the left side has no universal preference. Make eye contact when useful, check for pedestrians, and enter only after the intended path is open.
