Answer: Drivers on the road you are entering. Traffic already using the road has priority over a driver emerging from a driveway or private road. Stopping in the driveway does not make the entering vehicle first, and a clear driveway does not prove the public road is clear. Look in both directions, yield to vehicles and pedestrians, and enter only when there is a safe gap. The cue is that the driveway driver is joining an established traffic stream.
