Answer: As a four-way stop. An unlit signal with no person directing traffic is treated as a four-way stop. Each approach must stop, look left and right, yield as required, and proceed only when safe. The flashing-yellow choice permits movement with caution but removes the required stop. Calling it uncontrolled likewise skips the stop requirement, and limiting the rule to left turns leaves other approaches exposed. Treat every direction as stop-controlled until the signal works.
