The higher $75 fine applies when the operator is under 18, and to passengers riding with an under 18 operator, which is why older copies of the manual list $75 for everyone. No points are assessed. With a two part belt system, wear both the lap and shoulder belt, because either part alone greatly reduces protection.

Only the listed emergency circumstances can change the result.
