The Level One Learner's Permit and GDL rules
Delaware drivers aged 16 and 17 earn their license through a 12 month Graduated Driver License program with a sponsor. The first six months are fully supervised, and passenger, phone and night limits apply throughout.

Exams, renewal and license rules
You need 20/40 vision, a knowledge exam and a road exam, and the road exam comes at least 30 days after the knowledge exam. Licenses last eight years and can be renewed during the 180 days before they expire.

Points, suspensions and serious speeding
Delaware tracks points over 24 months, and at 8 points you get a warning letter while higher totals bring courses and suspensions. Serious speeding brings suspensions on its own, and driving while suspended extends the suspension.

Alcohol, BAC and implied consent
In Delaware a BAC of .08 or the presence of any drug is conclusive proof of DUI, but you can be charged below .08. Drivers under 21 face zero tolerance at .02, and refusing a chemical test can cost your license.

A first DUI costs your license for 12 to 24 months depending on BAC, plus a $500 to $1,500 fine. Penalties rise sharply with each offense, and a third DUI is a felony.

Headlights, seat belts, phones and insurance
Delaware requires headlights at night, whenever you cannot see 1000 feet, and whenever your wipers are on. Every occupant must be buckled, hand held phones are banned, and every vehicle must carry at least the minimum liability insurance.

Traffic lights and arrows
Red means stop, yellow means prepare to stop, green means proceed with caution, and arrows apply only to their direction. A flashing red is a stop sign, and a dark signal means slow down and be ready to yield.

Road signs by shape and color
Regulatory signs state the law, yellow warning signs flag hazards, and green guide signs give directions. The stop sign is the only eight sided sign, and orange signs mark work zones where speeding fines double.

Pavement markings, signaling and roundabouts
Delaware requires a signal at least 300 feet before you stop, turn or change lanes. Know what each line color and pattern allows, and slow to 10 to 15 mph and yield when entering a roundabout.

The law only says who must yield, and you should always yield when it prevents a crash. Know the rules for left turns, four way stops, circles, driveways and pedestrians.

School buses, pedestrians and bicyclists
Stop for a school bus with flashing red lights from both directions unless you are across a road with four or more lanes. Yield to pedestrians in any crosswalk and give bicyclists at least three feet.

Delaware speed limits
Delaware's limits run from 20 mph in school zones to 65 mph on Route 1 and I-495, but you must never drive faster than is reasonable for conditions. Advisory speeds and minimum speeds have rules of their own.

When an emergency vehicle approaches with siren or flashing lights, pull to the right edge clear of intersections and wait until it passes. For stopped emergency, DelDOT or tow vehicles, change lanes if you can or slow to a safe speed.

Never start across tracks unless there is room on the far side, and use the ENS sign to report a problem. Know the first step for brake failure, blowouts and skids, and report crashes that cause injury or at least $500 in damage.

Seeing ahead and adjusting to conditions
Look at least 10 seconds ahead, and never drive faster than you can stop within the distance you can see. Slow down in rain, snow and darkness, and pull over to rest when drowsy.

Following distance, trucks and motorcycles
Keep at least three seconds behind the vehicle ahead and four seconds behind a truck. Motorcycles need extra room too, and crosswinds or truck wind blasts can push a rider out of the lane.
