California insurance landscape in 2026
What's different about California right now
California auto and home insurance both shifted in 2024 and 2025. On the auto side, Senate Bill 1107 raised the minimum liability from 15/30/5 to 30/60/15 effective January 1, 2025. On the home side, State Farm paused new business statewide in 2023, and a meaningful share of homeowners moved to the California FAIR Plan as carriers narrowed appetite around wildfire risk. The practical effect: shopping multiple carriers matters more in California than it did 5 years ago. For Vietnamese-American families across the state, the bilingual broker advantage is the same regardless of ZIP: documents stay in English while the conversation about them happens in Vietnamese.

What people ask about California insurance
State-level questions
What is California's minimum auto liability?
30/60/15 as of January 1, 2025 (Vehicle Code §16056). That is $30,000 bodily injury per person, $60,000 per accident, $15,000 property damage. The legal floor only. Most households with assets should carry higher (100/300/100 is a common upgrade) and add umbrella coverage.
Does California allow credit-based insurance scoring?
Less than other states. Under Proposition 103 and Insurance Code §1861.02, the three mandatory rating factors are driving record, years of experience, and annual mileage. Credit score may be used as a secondary factor only, and its weight is limited. This is one reason California auto premium for clean records often comes out below other states for the same household.
What is an AB60 license and how does it affect insurance?
California Assembly Bill 60 (Vehicle Code §12801.9) lets California residents obtain a driver license without proving legal presence. The card reads “Federal Limits Apply.” AB60 holders can buy auto insurance. The carriers that routinely accept AB60 in California are Bristol West, Aspire General, Kemper, Direct General, and Mercury non-standard tier. More: AB60 page.
What does SR-22 mean in California?
SR-22 is a Certificate of Financial Responsibility that the carrier files electronically with California DMV. It is required for 3 continuous years after DUI, no-insurance accident, or DMV Order to Comply. Most standard carriers will not file SR-22; you need a non-standard specialist. More: SR-22 page.
