Westminster has the largest Vietnamese-American population in the United States. The Bolsa Avenue corridor (Asian Garden Mall / Phước Lộc Thọ at 9200 Bolsa, the Vietnamese Catholic and Buddhist centers, the Tết Parade, the Black April commemoration) is the cultural center for the diaspora across all of Southern California. What it doesn't have, despite all that, is many actual insurance brokers who can read a California dec page in Vietnamese with a multi-generational household and not miss anything.

We recommend bringing both English and Vietnamese versions of any document with a non-English original (apostille or consular-certified translation).
California liability minimum
30/60/15 (and why we usually recommend more)
As of January 1, 2025, the California minimum liability is 30/60/15 (Vehicle Code §16056). That's $30,000 bodily injury per person, $60,000 per accident, $15,000 property damage. A reasonable starting point if you're tight on premium, but here's the OC reality: if you cause an accident with any real medical impact, the other driver typically hires a personal injury attorney and pursues your assets above the policy limit. We typically suggest 100/300/100 for anyone who owns a home, runs a business, or has more than minimal savings. The premium difference is usually $15 to $30 a month, much less than the exposure (illustrative).
